Are private car rentalS available on th Island. We are visiting in August and we missed out on a car rental.

There are a few privately owned car rental places on the Island. As I'm sure you know, many are booked for the season. I have found that there is a decent amount of availability with PEI Car Rentals, there is also a new service coming to PEI called Turo. It is similar to Air B&B but for renting cars. Individuals who aren't in need of their own vehicle are able to list their personal car on Turo for someone to rent for a particular amount of time.
