are there any piers, sea walls jetty's etc. suitable for public sea fishing. also where can I buy bait. I will be staying in Charletown

There are numerous public wharves across PEI where you are welcome to fish. Eskape Anglers and Going Fishing are two locations in Charlottetown that sell fishing supplies, so they may be able to give you a better idea of good fishing locations and where to access bait.
